By Rachel Minske Andrew Sinko wasn't even supposed to be there. But, luckily, the 32-year-old was on scene that day when a driver lost control of his vehicle and sped into a retention pond. And because he was there, a life was saved. Sinko, of Whitefish Bay, is pursuing a second degree as a civil engineering student at the University of Wisconsin-Milwaukee.
